The Non Principle Private Residence charge is a charge that has been in place since 2009 in the sum of €200 per year for second properties. If this has not been discharged you are required to pay a penalty of €20 per month per outstanding year. This means that if it has applied for the years 2009 to 2013 and has not been discharged it is increasing in the sum of €100 per month.
There is no NPPR charge for 2014 and in order to maximise compliance and encourage payment recent legislation has provided for a period, from 2nd March 2014 to 31st August 2014, during which time no late payment penalties will be existing NPPR liabilities. This will provide an opportunity for owners to come to payment terms with local authorities.
If payment is then not made in full by 31st August 2014 or if settlement terms are not agreed then an additional late payment fee of €120 per liability date (per year) is applied on the 1st September 2014. In addition the entire NPPR liability is increased by a factor of 50% and then frozen.
This is an amnesty in relation to the NPPR. If it has applied for every year and has never been discharged it is currently standing at €4,220. This is the sum that is payable up until 31st August this year. In September the amount payable will be €7,230. The following table demonstrates the charge currently and what the charge will be in September.
